When I read the question, I figured "major hero" meant someone who gets stand-alone titles.
CA:CW has Cap, Iron Man, Spider-Man, Ant-Man, and I will throw in Black Widow because I know people think of her that way.
CA:WS has Cap and BW (and again BW is questionable to me)
Avengers (obviously) has Iron Man, Capt America, Thor, Hulk
Just how I view it.

I consider all the heroes that have been introduced in these movies as "major" even if they don't have their own movie titles. Like Black Widow and Falcon would be, but Maria Hill wouldn't 
That said, I can see why others wouldn't which would make it a tough vote in a Sheep game for Winter Soldier.

I figured that with a slam in a 25 player game, this question would be good for 40 points.
