This episode should've been last season's final episode, rather than this season's first.
It would've made last season far more satisfying as a whole, with a nice cut-off point. As it is, they lopped off an ending to a story, similar to a movie lopping off it's last 10 minutes. So stupid.

This episode should've been last season's final episode, rather than this season's first.

Shows like Walking Dead especially want you to wonder and worry what happens to the characters next anyway. It makes sense to end the season with the cliff hanger and tense moment, and start the new season off with a bang. Or a cut. If last season ended with this episode with just everyone standing around asking "where to now?" it would be kind of boring.

I tried to stay away from previews, but I did catch one when I was flipping the channel and it showed them altogether walking in the woods sometime during this season, so that is when I knew that everyone would make it out alive from Terminus. Whereas if this episode was the Season 4 finale, then it would have been more suspensful not knowing if anyone was going to die there.

I think the teaser with Morgan would've been a more proper "what's next" season ender than just ending a season mid-story.

Isn't that exactly how Season 2 ended? They regroup on the roadside (after the farm has fallen) and ask "where to now?"
Isn't that exactly how Season 3 ended? Woodbury has been destroyed so they return to the prison with a bus load of refugees asking "where to now?"
Isn't that exactly how Season 4 ended? With everybody standing around inside the train car asking "where to now?"
