Ah my bad, didn't read that last bit closely enough. I hope its just a rumor. I don't get why they would proceed with a franchise and eliminate it's most well known characters from the story. The decisions people make for these properties is mind bottling!

Marketing maybe... new toys to make? Or maybe, like the cartoon & comics, most of the characters change depending on the mission involved. I agree it's an odd choice, but if they cement the rotating cast early on then it'd be easier to branch to direct to DVD movies and sequels if actors bail (or they want to get actors who charge less $$$)

If they want to rotate the teams (which is fine since the first film hammered home that we were only seeing Team Alpha), the previous cast should at least cameo (have them being deployed on a separate mission). And General Hawk should be the only character that's in every movie since he's in charge of the whole damn operation.

According to Nola.com, GI Joe 2 now has a title; GI Joe 2 Cobra Strikes!
"The sequel to 2009's effects-laden action film "G.I. Joe: The Rise of Cobra" -- which is at least for now titled "G.I. Joe 2: Cobra Strikes" --appears to be ready to begin shooting in the Crescent City on Aug. 1, with the nearly four-month shoot continuing through late November.
On Friday afternoon, the state's office of film and video reported the production was preparing to come to Louisiana. Then, at about 2:30 p.m., it issued a retraction at the studio's request, saying no site had been officially selected. It did say, however, that the studio was "seriously considering" Louisiana.
Rumors of the production's interest in New Orleans have been circulating for a few weeks now, and an official announcement that it is coming could be made within weeks."
In addition, it's been reported that Ray Park will reprise his role as Snake Eyes:
"Wherever the production takes place, Channing Tatum is set to reprise his role as Capt. Duke Hauser, and Ray Park is back on board as Snake Eyes"

I read one interview where the director said he got the job by pitching the 2nd film as being much darker and grittier then the 1st film. He said when he played with his Joes as a kid he'd burn off arms and then the character would forever have to adapt to that wound. He wanted the fighting to have consequences. That interview made me quite happy.

Collider interviewed Joseph Gordon Levitt(who played Cobra Commander in GI Joe Rise Of Cobra) recently, where Levitt was asked if he will return as Cobra Commander for GI Joe 2 Cobra Strikes. His answer:

As much as I like JGL, he sucked as Cobra Commander. Recast with someone who can work with a mask, and lets get going.

I liked JGL as "The Doctor" (with the monocle I assumed he was meant to be Doctor Mindbender until that character was later revealed) and think they should've revealed he was working for Cobra Commander rather than actually be Cobra Commander.

The first G.I Joe was awful, and they have the audacity to make a sequel? The first one, should have been the last. These studios are wasting multi-millions of dollars with these terrible movies. It's a shame!

The first movie was horrible from day one, every step it took in its development was wrong. With that said I welcome a sequel, I'd rather they spend the money on GI2 than another Big Momma movie.

Seriously though...when I saw it in theaters I enjoyed...when I saw it again last semester...I was pretty bored. It doesn't hold up on repeat value for me.
