Enenies all scale to individual's level no matter where and what though Tier Difficulty does factor in. When in a Group, the Group Leader determines the Tier Difficulty but still your level will still see same level enemies.....

So why would it make a difference when approaching bosses what level you are if they're your level?

When you are lower levels, each area has a set minimum level. They are not all automatically your level at the beginning of the game.
Once you level up, those areas will increase their level if you are a higher level than what they started as.
Strongholds are always 2 levels higher than you as well.
So if you are in an area that is 40+ and you are 20, you will have a very hard time, if you come back and you are say level 42, that area is now 42+.
I have seen some of the campaign at a set level and it did not level up with me, but that was rare.

Can you let us know what spells you are using? that first boss is tough, because usually you are pretty low level and don’t have a lot of skills to choose from at that point. at 38 you should have some pretty good skills at this point, so if you are still having major problems, there might be an issue with the skills you chose

Edit: I went back and beat the first boss with 4 out of six life orbs left, so I guess that's good. It was just long. Also replaced the regular ring with another rare ring.

Oh I tried it once at level 9, died, and never went back, too scared
I've just been walking around, finding waypoints, doing events and dungeons, have over a million gold.

I would try adding...Tendrils (Plague) and have Blighted Corpse Explosion......for Basic, try Reap....you get a corpse on first enemy hit every 4 seconds...and you need plenty of corpses for Minons, Corpse Explosion and Tendrils....the tendrils and Corpse Explosion is a awesome 1-2 punch.....go in a group and Reap a few times, get a Corpse...use Tendrils which will pull a lot in a nice group....Reap if needed for another corpse but then throw down Blighted Corpse Explosion...between those and Minions you have more Corpses...you can almost spam blighted corpse...when Tendrils comes back, pop it to pull in...rinse and repeat.....Did you upgrade your Skeletons and Mages yet...on Mages I prefer Cold...that's even more slow down on top of Blighted Corpse Explosion...

I’m currently at level 87 with a Necromancer on WT4. It’s all about the gear and acquiring it with the right affix and aspect.
I started with the Minion build from WT2 to WT3. Once I reached WT3, I was spending more times resurrecting the minions than seeing an actual damage done to the enemies. I changed it to the Bloodmancer build, using Blood Surge and Overpower to do my damage. I sacrificed all of my Minions. This lasted until I moved to WT4. As soon as I got to WT4, I changed it to a Sever Shadowmancer build. This was fun but I was spamming Corpse Explosion a lot and not being able to generate a huge damage. The challenge of the build for me was staying alive as they are not able to regenerate health as easily as Blood. I think I was level 82 when I decided to change my build to the Bone Spear. This build is so soft but the amount of damage that can do is impressive. It’s basically you need to kill them first before they kill you. This build does not rely on any Unique items. It helps but as long as you got an Ancestral Legendary with the right affix and aspect, you are good to go. I have been Minion free since sacrificing them early on.
Do a Google search and see what build works for you. There’s a lot of options for Necromancer but most of them are gear specific. There’s even a Minion build that works in WT4 but you need a Unique ring to make it work.

i came across this site for D4 stuff...it's pretty good on about everything including Maps and Class Info.... Notification Settings - Diablo 4 (wowhead.com)
I'll 2nd what Loppo is saying...BUT...it takes some patience mainly in the form of leveling up mainly after hitting Level 50 when the Paragon tree opens up....that's where some power to the builds starts forming; I've seen it first hand with my Barb. Early on around Level 60, in T4 I was seriously getting my butt kicked left & right while at the same time I was fortunate to get some decent Ancestral Items. With some help for higher friends I slowly have gotten up....now Level 74 and to the point of doing any T4 stuff solo, even Dungeons.
But going back to Getting into T4...it's far easier to say that than do it.....while some friends said, "you need to stay in T4 Buzz"....one, who is Level 92 agreed that it's not fun dying more than living and said it's no shame dropping down a Tier to survive, get loot, gear and grab XP...which doing Whisper Quests is the best way after finishing the story or by-passing it.....have a friend who is Level 64 and he has a Necro and struggles bad in T4 and we tag-team on everything. He primarily uses a Summoner Build but everything I've read and seen is, it's a good Level up Way for Necro's but there is simply not enough passives and ways to sustain Minions though some builds will keep the golem....I'm toying with a Minionless Bone Spear Build....I see the potential but at level 42 doesn't take much for a few hits and I'm hurting but damage output is pretty good...I might find a way to put a Golem back in the mix....

Since I'm playing a Barb, I'm always looking out for various Barb Builds to see what's the latest and updates to existing ones....like the Whirlwind I'm using. I came upon this and thought, must be a misprint, no-way a Barb Thorn build could do a Nightmare Level 100...Solo..... The Thorn/Iron Shin barb Build in Diablo 3 was fun but this takes it to a new level...I actually started another Barb last night.....with the limitation on staroage, it's far easier to run a second same class character using drop-down gear from the main...and far cheaper and less headache doing all that respecting, moving and then finding out the build doesn't work and it's respec and tons of gold to go back to what you had at first....pretty impressive run...by the way, he has No core or Ultimate Skill....

I made about six more build to go with my hybrid sorceress and not one drop a legendary, what the deal? I even play alot of event and not one drop a legendary.

The Tier levels in are a bit like the Torment levels in D3....higher you go, the better chance at more Gold & Better gear but harder and more difficult the enemies......my Barb at Level 30 had just 2 legendries...others I know almost had a full array when they hit level 28. It's a balancing act of getting decent gear that fits you build while getting the right stats, power level and surviving or dying in the Tier you are playing.....there were plenty times I at level 20-25 went back to Tier 2 but Barbs struggle early on vs some of the other classes.... check this link below...

I haven't played my copy yet due to being in Guatemala for two weeks and having damage to my house due to a storm in June, right before we left for Guatemala. I feel like it is time for me to put some time in this game. Thanks!

Here we go, 3 trophies left. Level 100, hardcore and Uber Lilith for the Plat. I’m very close to 95 and I’m group leveling for the Hardcore trophy. The only challenge left is Lilith.

I wish there was a way to save my skills setup. Even if it cost the same as a full respec, it would be worth it to me because it's so time consuming to change everything and then change it back. I changed my mage up a couple of days ago due to some stuff I got and it was ok, but I couldn't quite get used to it, so went back for now, but the current setup really discourages trying a new build (more because of the time than because of the money because there's plenty of money). Plus I probably will change to that other build just not quite yet, and so I'm going to have to go through all that again.
Anyway, going to stay on this build a bit longer until I get to Tier 4 (hopefully in a level or two). I thought about getting help because Tier 3 is kind of a waste for me now, but I really like the challenge of doing it first time on my own.

I'm convinced my "Thorn Tank Barb" will be good for groups in high tier stuff...at Level 55 in T3 I can stand there and play whack-a-mole with any elites and bosses while everyone else takes there shots...I'm loading up on Strength, Life, Thorns, Damage Reductions and as of now mainly using Three Shouts, Steel Grasp to pull in and Frenzy...no Ultimate, No Core....and I'm surviving...solo though, it's taking some time to take down...but yea, I'll grab Main Barb when ya'll are on..
