Yeah. It's not all to blame Ratner but he was just a studio yes man. But good god does that script have issues.

Batman and Robin is good in a MST3K sort of way. The only movie I have ever wanted to walk out of (outside of Les Miserables, which I did leave because the sound and picture quality sucked at the second run theater). The Dark Knight trilogy is good because of the performances and solid action. People bitching about plot holes in a superhero movie is on a fool's errand. Comparing greatness in these movies to stuff like The Godfather are comparing apples to oranges.

Ratner is a competent director. He had every break on "Red Dragon," he had "Manhunter" as a "what not to do" example and "The Silence of the Lambs" to basically copy. He had one of the best casts ever, including a great actor reprising his role as the most iconic villain in film istory. Great screenwriter, cinematographer and composer. But even with all that you don't come away with a good movie if you're a bad director and "Red Dragon" is certainly a good movie. Its one of those movies that people bash BECAUSE of the director but in 11 years I've never really seen anyone real valid criticism of it. People throw his name in there and act like the mediocrety is self-evident.
He's certainly capable of directing action comedies well. I'm all for him doing Beverly Hills Cop 4. I think if you look back on his movies you'll find that his direction is rarely the weak link. I'd actually say his direction is the weak link on "Red Dragon" (see above) but my whole point is he's not THAT weak.
I'm not too familiar with X3. Saw it in theaters. Watched it once on DVD. I can't really think of anything particularly bad or good about it. The production was a mess and Ratner came onto the project pretty late in the game. A great director can make a good movie under crazy circumstances and Ratner isn't a great director, but I don't know if I really blame him for X3 being mediocre.

Red Dragon is the only film of his that I feel is competent, but given the source material and the cast (and the fact that Manhunter already exists), competent is damning with faint praise. I hope Hannibal gets enough seasons to cover Red Dragon, because that will certainly be the definitive interpretation of that material.

I don't think Ratner is anything special but there are a few movies he's done I sort of enjoy (Red Dragon and the Rush Hour films).

I thought Red Dragon was incredibly middling. A lot of talent involved, but just ho hum across the board. Norton was sleep walking through his role.
Other than that, I think everything I've seen by Ratner has been pretty terrible.
